TR19 Air Ductwork Cleaning Guide for UK Commercial Buildings

Most facility managers can rattle off the inspection date of their fire alarm and the last time the lift engineer visited. Ask the same question about the ductwork above the suspended ceiling, and the room often goes quiet. Yet the air moving through those ducts is the air your colleagues breathe for forty hours a week, and the dust, grease and biological matter accumulating inside them is governed by a specific UK industry standard: BESA TR19 Air.

If you are responsible for an office, school, hotel, healthcare facility or any other commercial building in London or the South East, understanding TR19 Air is no longer optional. This guide explains what the standard actually requires, how often you should be cleaning your ventilation system, and what to look for when commissioning an inspection in 2026.

What Is TR19 Air, and Why Does It Matter?

TR19 is the UK's recognised industry standard for the internal cleanliness of ventilation systems. First published by the Building Engineering Services Association (BESA) in 1988, it has been the benchmark used by building owners, insurers and contractors for decades. In October 2023 BESA announced an update — splitting the original document into two distinct specifications — and on 15 April 2024 published TR19 Air, which deals with general ventilation hygiene, and TR19 Grease, which covers fire risk in commercial kitchen extraction systems.

The reason this matters to facility managers is that TR19 Air is not just guidance. It is the route to demonstrating compliance with several pieces of UK legislation, including:

  • The Health and Safety at Work Act 1974, which places a duty on employers to provide a safe working environment.
  • The Workplace (Health, Safety and Welfare) Regulations 1992, whose Approved Code of Practice (ACOP) explicitly requires that mechanical ventilation systems "should be regularly and properly cleaned, tested and maintained."
  • The Regulatory Reform (Fire Safety) Order 2005, where contaminated ductwork can constitute a fire risk.
  • The Building Safety Act 2022, which has tightened scrutiny on building maintenance regimes, particularly in higher-risk buildings.

In other words, when something goes wrong — an air-quality complaint, an insurance claim or, worst of all, a fire — your ventilation hygiene records are some of the first documents an inspector or loss adjuster will ask to see.

The Real Cost of Neglected Ductwork

Beyond the regulatory picture, the operational case for routine ductwork cleaning is striking. According to research highlighted by Facilities Management Journal, 64% of British workers worry about the impact of office air quality on their health, with that figure rising to 38% who are "very concerned" among Londoners. A third of respondents said they would consider quitting a job if their employer failed to provide clean air.

The link between ventilation hygiene and Sick Building Syndrome (SBS) is well established. The World Health Organisation has estimated that 10–30% of newly built office buildings produce SBS symptoms, and earlier studies put the cost to the British economy at around £24.6 million in lost working days per year. Headaches, eye irritation, fatigue and respiratory complaints all become more frequent in buildings where HVAC systems are poorly maintained.

If you are seeing recurrent staff complaints about stuffy air, unexplained smells, or ceiling-tile staining around vents, your ductwork is almost always the first place to look — not the last.

For organisations in London's older commercial stock, the issue is amplified. Many buildings retain ducting from refurbishments going back twenty or thirty years, with little continuous record of internal inspections. By the time the issue becomes visible, contamination is often well advanced.

How Often Should Ductwork Be Cleaned?

TR19 Air, supported by BS EN 15780, classifies ventilation systems by the level of risk and use. The cleaning frequency depends on three things: the type of building, how many hours per day the system runs, and the cleanliness classification of the spaces it serves (low, medium or high).

The headline figures most facility managers need to know are:

Inspection frequencies

  • High occupancy / high cleanliness areas (healthcare clean rooms, food preparation, laboratories): inspect every 6 months.
  • Medium occupancy (offices, schools, retail, hotels, restaurants — typical 8–12 hour daily operation): inspect every 12 months.
  • Low occupancy or low cleanliness (warehouses, plant rooms): inspect every 24 months.

Cleaning frequencies (typical office buildings)

For a standard London office that runs ventilation 8–12 hours per day, TR19 Air sets out an indicative cleaning regime of every 12 to 24 months, depending on the inspection result. Properties with heavier moderate use — typically those running systems for more than 12 hours daily — should be cleaning at least every six months. Healthcare and food-related environments are usually shorter still.

Crucially, these are minimum frequencies. If an inspection reveals contamination above the published thresholds, cleaning is required regardless of how recently the last service took place. Insurers may also stipulate more frequent intervals as a condition of cover, and most large corporate landlords now do the same in their lease maintenance schedules.

What a TR19 Air Inspection Should Include

A properly conducted ventilation hygiene inspection is not simply a visual look through the nearest grille. To meet the standard, the inspection must produce documented evidence that can be presented to insurers and enforcement authorities. Expect your contractor to deliver:

  1. A pre-inspection survey identifying access points, the layout of the system, and any limitations.
  2. Quantitative deposit testing, typically using a vacuum dust test or wet film thickness measurement, against the limits set out in TR19 Air.
  3. Photographic and video evidence of internal duct conditions before any work begins.
  4. A written verification report recording the system's classification, the cleanliness category required, and a clear pass or fail against TR19 Air thresholds.
  5. A recommended cleaning schedule, with realistic intervals for re-inspection.

If your last "inspection" produced little more than a one-page invoice, that is a red flag. Reputable contractors will be members of the BESA Vent Hygiene Register, which from 3 March 2026 covers TR19 Air alongside the longer-established TR19 Grease scheme. Membership requires annual audited inspections and adherence to the published methodology.

What Cleaning Actually Involves

Mechanical cleaning of commercial ductwork uses a combination of compressed air, agitation tools (rotary brushes or air whips, depending on the duct material) and high-volume HEPA-filtered extraction. The aim is to dislodge contaminants and capture them at source rather than pushing them further into the system.

Access is one of the biggest practical challenges. Most older London buildings were not designed with cleaning in mind, so part of the job is creating compliant access doors at appropriate intervals. A good contractor will leave the system in a better state for future inspection than they found it — adding sealed inspection hatches that meet DW/144 ductwork specification rather than the ad-hoc panels that are sometimes encountered.

Once cleaning is complete, a post-clean verification report is produced, again with photographic evidence, and signed off against TR19 Air thresholds. This document is the one your auditor, insurer or fire risk assessor will want to see.

Special Considerations for Different Sectors

Offices and mixed-use buildings

Standard category B (medium cleanliness) requirements apply. Pay particular attention to the supply side, where any contamination is delivered directly into occupied spaces. Boardrooms and reception areas often have separate VAV (variable air volume) boxes that are regularly missed in routine cleans.

Healthcare facilities

Operating theatres, isolation rooms and clean-air suites fall under more stringent HTM 03-01 guidance, which sits alongside TR19 Air. Hospitality and commercial kitchens

Restaurants, hotels and any premises with a commercial kitchen extract canopy must comply with TR19 Grease as well as TR19 Air. Mechanical ventilation in schools is increasingly common following the post-2020 emphasis on indoor air quality and CO₂ monitoring. Term-time access constraints make planning essential — most cleaning is best scheduled around half-term and summer breaks.

Building TR19 Air into Your Maintenance Calendar

Like most aspects of compliance, ventilation hygiene is best managed proactively rather than reactively. The most resilient organisations bake TR19 Air inspections into their planned preventative maintenance schedule rather than treating them as a one-off project. A typical 12-month cycle for a London office might look like:

  • Q1: Annual ductwork inspection and verification report.
  • Q2: Filter replacement and AHU coil cleaning.
  • Q3: Grille and diffuser cleaning, supply air sampling if required.
  • Q4: Full ductwork clean (if dictated by Q1 inspection results), with post-clean verification.

Common Mistakes to Avoid

Three errors come up repeatedly when we audit existing ventilation regimes for new clients:

  • Assuming filter changes are enough. Filters protect the AHU and downstream ductwork, but they do not clean what is already there. A neglected duct will recontaminate fresh filters within weeks.
  • Confusing TR19 Air with TR19 Grease. They are now separate specifications. Compliance with one does not equate to compliance with the other, and most multi-use buildings need both.
  • No documentation. "We had it cleaned a couple of years ago" is not a defence. If you cannot produce a TR19 Air verification report on request, treat the system as overdue.

Bringing It All Together

Ventilation hygiene is one of those FM disciplines that is invisible when it is working and very visible when it is not. The combination of legal duty, insurer expectation and staff wellbeing means that TR19 Air compliance has moved firmly from "nice to have" to "non-negotiable" — particularly for commercial buildings in London, where occupant expectations and regulatory scrutiny are at their highest.

With a documented inspection in place, a competent contractor on the BESA register, and a sensible 12-month cycle aligned with the rest of your facilities management programme, ventilation hygiene becomes a routine line item rather than a recurring fire drill.
