UK Regulations Every Office Manager Should Know

There is no single piece of legislation labelled an "IAQ Act", but several frameworks combine to set clear duties on employers and building operators.

The Workplace (Health, Safety and Welfare) Regulations 1992

Regulation 6 requires that "effective and suitable provision shall be made to ensure that every enclosed workplace is ventilated by a sufficient quantity of fresh or purified air." Regulation 9 places a parallel duty on cleanliness. The accompanying Approved Code of Practice gives more detail and is the primary HSE-enforceable instrument for office air.

Building Regulations Approved Document F (2022 revisions)

Volume 2 of Approved Document F introduced significant new requirements for non-residential buildings. Most relevant for offices: occupiable rooms larger than 50 m² floor area or 125 m³ volume must include a means of monitoring IAQ, typically via NDIR-type CO₂ monitors. They should be mains-powered, sited at breathing height and at least 500 mm from people, windows or vents where practicable. The document also addresses filtration of recirculated air, minimisation of pollutants, airflow rates in common spaces, VOC testing strategies and ongoing maintenance of fans, filters and ductwork.

Health and Safety at Work etc. Act 1974

The general duty under section 2 to ensure, so far as is reasonably practicable, the health and welfare of employees absorbs IAQ alongside other workplace conditions. This is the legal hook HSE inspectors most often rely upon when poor air quality contributes to ill-health.

CIBSE and IAQM guidance

The Chartered Institution of Building Services Engineers (CIBSE) is the primary technical authority. Building managers should be familiar with TM40 (Health and Wellbeing in Building Services), KS17 (Indoor Air Quality and Ventilation), AM10 (Natural Ventilation) and TM21 (Minimising Pollution at Air Intakes). Practical Steps That Genuinely Improve IAQ

Keep ductwork and HVAC clean

Dirty supply ductwork pushes accumulated dust, microbial growth and odours straight onto desks.
